November 11-17, 1963 was designated #NAACPWeek in Baltimore by Mayor Theodore McKeldin. A Freedom Sunday Rally was held at Sharp Street Church on November 17, 1963 at 2:30 PM. The speaker for the event was Roy Wilkins, executive secretary for the NAACP.

During his speech, Wilkins criticized the government's inaction on passing a comprehensive #CivilRightsBill by stating that "Congress has crash programs in everything except civil rights."
